Section 1501 is found in Chapter 15 (Licensing of Drivers) of the Pennsylvania Motor Vehicle Code. It requires every person who operates a motor vehicle on a highway in Pennsylvania to hold a valid driver's license issued for the class and type of vehicle being operated. Points, fines, and incarceration under §1501. Points: No points are assessed for a §1501 violation. Fines: First offense operating without ever having been licensed: $200 fine plus costs. Operating with an expired license: typically $25 fine plus costs. Failure to have license in possession (valid license exists but not carried): typically $25 plus costs, frequently dismissed on proof of licensure.
