It carries a dense mix of Turnpike traffic exiting toward the airport and Harrisburg, cargo trucks serving the airport's freight operations, and rush-hour commuters cutting between the Turnpike and I-83, all funneled through a short stretch with tight curves and a low posted limit compared to the interstates it connects. That combination of merging traffic, speed differential, and truck volume around the Highspire and Eisenhower Boulevard interchanges makes I-283 one of the more heavily ticketed short stretches in Dauphin County. Travelers rushing to catch a flight out of HIA are cited here often and typically don't realize the citation still has to be resolved in a Dauphin County court even after they've flown home.
PA State Police Troop H, based in Dauphin County, patrols I-283 as a limited-access highway and is the only agency permitted to use radar on the roadway itself. Lower Swatara Township Police, Highspire Borough Police, and Steelton Borough Police cover the interchange ramps, Eisenhower Boulevard, and the airport-adjacent surface streets using ENRADD timing strips, VASCAR, or pacing, since Pennsylvania law bars municipal officers from radar use.
